Early Care & Education Planning Council
The Alameda County Early Care and Education Planning Council (LPC) supports the overall coordination of child care and development services in Alameda County.
About Us
Established by an act of the California State Legislature in 1991, the LPC is a collaborative body of representatives from across the early care and education field, including parents, child care providers, community members, businesses, and government. Members are appointed by the Alameda County Board of Supervisors or the Alameda County Superintendent of Schools.
Our primary role is to plan for child care and development services based on the needs of local families. We serve as a forum to address the child care needs of all families in our community, for all types of care, both subsidized and non-subsidized.
The Council brings together parents, community members, government representatives, and child care providers to:
Assess local child care needs, including accessibility, affordability, and quality
Set local priorities for the use of state and federal funds
Use data to inform and influence public policy decisions about early care and education, as well as before- and after-school programs

The Alameda County Early Care and Education Planning Council envisions an early care and education system that is valued, well-resourced, and embraces the full diversity of Alameda County so that children, families, and early educators thrive.
Mission
The mission of the Alameda County Early Care and Education Planning Council is to assess, represent, and advance the early care and education needs of children, their families, and early educators in Alameda County through community collaboration, leadership, and advocacy.
